Hot Springs INSTRUCTIONS FOR STREET NAMING
What To Do:
1- Complete the City of Hot Springs New Street Name application form.
2- Each individual street being constructed must have a minimum of three (3) proposed names included on the application.
➢ Proposed names must apply the following principals: cannot duplicate existing street names, avoid street name similarities (ie: Baron, Barrett, Barry), avoid sound-a-like variances (ie: Ash, Ashland, Ashdown), cannot have unusal and difficult name pronouncement, cannot have lengthy and diffult name spelling, and cannot exceed a two (2) word name.
3- Do not include a street suffix with the proposed names on the application.
➢ Street suffixes (ie: Rd, St, Cv, Pl, Cir) will be applied by the Planning Office in accordance to ordinance.
4- Return the completed application and a copy of the development plans to the Planning & Development department.
➢ Development plans must include the street layout, location, dimensions, and footages.

The process of submitting your application does not guarantee an approval. Street naming authority lies with the City of Hot Springs Board of Directors. You will be contacted as needed throughout the street naming process and will be notified of the boards decision at the conclusion ofthe process.
ADMINISTRATIVE POLICY
Naming Public Parkland and Park Facilities
I. PURPOSE.
The purpose of this policy is to develop standard procedures and guidelines for the naming of public parklands and park facilities owned and/or operated by the City of Hot Springs.
II. PRACTICE.
The Parks and Recreation Department, under the direction of Park Director, shall be the lead department in the administration of this policy. Support and assistance shall be provided by the Parks and Recreation Advisory Committee. The ultimate naming of the park or facility will remain the responsibility of the Hot Springs Board of Directors.
III. OBJECTIVES
The objectives of this naming policy will be as follows:
a. Provide an identifying name for an individual park. park area or park facility.
b. Provide criteria for citizen input in the process of naming parks, park areas or park facilities.
c. Insure that the naming of parks, park areas or park facilities is controlled by the Hot Springs Board of Directors through recommendations from the Hot Springs Parks and Recreation Director with advice from the Hot Springs Parks and Recreation Advisory Committee.
IV. PROCEDURE.
These steps/procedures shall be followed:
1. Qualifying Names
Names submitted for consideration should provide some form of individual identity in relation to the following:
a. The geographic location of the facility. This includes descriptive names.
b. An outstanding feature of the facility.
c. An adjoining subdivision. street. school or natural feature.
d. A commonly recognized historical event, group, organization, or individual (living or deceased).
e. An individual or organization that contributed significantly to the acquisition or development of the facility to he named. This can include either a deed or monetary contribution of no less than 50 percent of the value of the property, or contribution toward acquisition and/or development of the park or facility.
f. An individual who provided an exceptional service in the interest of the park system as a whole. This individual must have contributed no less than 10 years of continuing involvement in a leadership role in civic organizations which are devoted to community improvement including the parks department and programs involved with the parks facilities.
NOTE: For considerationof the naming after an individual, the recommended name must be accompanied by a biographical sketch which will provide evidence of contributions to the park or facility to be named, or the park system overall. While serving in a public office, public officials should not be considered as a candidate for naming.
2. Naming Process
a. A temporary name will be designated by the Parks and Recreation Director for identification during acquisition and /or development of the park area or facility.
b. Once development or construction has begun, the Parks and Recreation Director will announce to the public that applications for names will be taken for a specified period of time. Names should be submitted on the appropriate forms during the acceptance period.
c. Applications will be reviewed by the Parks and Recreation Advisory Committee or by an appointed subcommittee of the Parks and Recreation Advisory Committee. If a subcommittee is used to review names, the selected names will be submitted to a quorum of the Parks and Recreation Advisory Committee for final selection. The Parks and Recreation Director and/or a designate will be a member of any appointed committee that will review and recommend names.
d. Once the final suggested name is selected by the Parks and Recreation Advisory Committee and approved by the Parks and Recreation Director, public notice will be given of the selected name. The public notice will appear twice during a sixty-day period in the official city’s newspaper and comments will be received by the Parks and Recreation Director. Comments for consideration must be given in writing and, if mailed, must be post-marked during the sixty-day public notice period. If, in the opinion of the advisory committee or its appointed subcommittee, the name suggested does not meet public approval, a second name will be selected and the public notice process will be repeated.
3. Alternatives in Naming
In addition to the previous requirements, if the following conditions apply, they shall be considered in the naming process.
a. Parks and facilities that are donated to the city can be named by deed restriction by the donor. The naming and acceptance of land is subject to approval by the Parks and Recreation Director. Hot Springs Parks and Recreation Advisory Committee, and the Hot Springs City Board of Directors
b. Facilities within a park can be named separately from the park and/or facility in which they are located. For example, a playground, sports field, pavilion, trail, or room in a facility can be named separately.
4. Renaming a Park or Facility
The renaming of parks and facilities will be strongly discouraged. Critical examination will be conducted to insure that the original justification for the names of the prior contributors will not be diminished by renaming the park. Renaming will follow the same policies as naming the park, accompanied by a petition from the park or facility users.
a. Only parks and facilities named for geographic location, outstanding feature, or subdivision should be considered for renaming. Parks that have been named by deed restriction shall not be considered for renaming.
b. Parks and facilities named after individuals shall never be changed unless it is found that, because of the individual's character, the continued use of his or her name would not be in the best interest of the community.
c. Parks named for subjects other than individuals may be changed in name only if the current name is ineffectual or inappropriate.

VI. EFFECTIVE DATE.
This administrative policy shall be effective from and after March 23 2006. All previous editions are hereby suspended. Revisions and amendments, if necessary, shall be issued by the City Manager.
