Purpose Policy
Criteria
The purpose of this policy is to establish a procedure that provides guidelines and a consistent process for the naming of new streets or unnamed streets.
The Town of Qualicum Beach may, on a case by case basis, consider applying names to new streets or currently unnamed streets within the Town’s municipal boundary based on the following criteria and procedures.
This policy does not apply retroactively. Naming arrangements that pre-date this policy are not subject to its terms.
Street names shall:
(i). be based on a theme honouring local history, culture, places, geography, natural features, etc.;
(ii). be compatible with other local street names; (iii). be unique to avoid confusion, and;
(iv).not conflict with other Town policies.
Street names shall not:
(i). Consist of business or corporate names;
(ii). Be discriminatory or derogatory names from the point of view of
ethnicity, sexual orientation, creed, political affiliation, or other social
factors;
(iii). Have sexual overtones, inappropriate humour, parody, slang or double
meaning;
(iv).Be names of people including first and/or last names except where the
individual is deceased and was of historical significance in the World, Canada and/or the local area. In extraordinary cases, a living person’s name may be proposed to honour their significant achievement;
(v). Be named without the informed written consent of the named party or the named party’s representative (e.g. estate or next-of-kin), and;
(vi). Result in additional costs for the Town.

All applications for the naming of a Town street shall be made in writing to the Town of Qualicum Beach Planning Department.
All applications shall contain the following minimum information:
a. the proposed name;
b. justification for the application, including a brief but complete
background on the proposed name, and;
c. the specific street location, including maps, plans, and sketches.
Staff shall review the application to ensure its adherence to this policy and to verify all supporting information, particularly when an individual’s name is proposed. Staff shall also take into consideration all comments from interested stakeholders.
The Approving Officer shall determine the appropriate street type designation (e.g. avenue, boulevard, trail, terrace, crescent, etc.) and/or qualifier (e.g. east, west, etc.) for a proposed name.
Where the street’s name is to be established by registration of a plan of subdivision, the following shall apply:
a. The proposed street name(s) on a draft plan of subdivision shall be circulated to the Mayor and Town Councillors and the Department of Engineering, Utilities, and Airport, and
b. After consideration of feedback, the Approving Officer may authorize inclusion of the name on the plan of subdivision.
The Planning Department may require additional information or use additional criteria beyond those noted in the policy when considering a naming request.
Following approval by the Approving Officer, the request will be forwarded to Council for consideration.

Assignment of New Street Names
1. For streets not within existing alignments, new names may be proposed by the developer
but are subject to approval by staff. Proposed names should be appropriate for the area,
such as names that reflect the geographic, historical, or cultural aspects of the town.
2. Any objection by emergency service providers to a proposed street name shall result in a
denial of that name.
3. Street names shall be pleasant sounding, easy to read and pronounce.
4. Street names that are the same or are pronounced the same or similarly but with different
spellings shall be used only once, i.e. Sanokai or Sanoque, Crimson or Crismon.
5. Directional names (South North Street) frivolous, complicated or undesirable names shall
not be used.
6. North-south streets shall be numbered streets, unless otherwise approved. Numbered
streets shall have street types assigned by Street, Place, and Way in an easterly direction
with every 1/8 of a mile being a street.
7. Street names shall be limited to 15 characters including spaces. Chapter 5-Amendment Procedures
Statement of Policy
It is the intent of the Town of Queen Creek that these procedures have been established for the
purpose of promoting sound and desirable street naming and addressing practices for maintaining
accurate and concise street naming and addressing records. In harmony with this purpose, these
procedures shall not be amended except to (1) correct an error or oversight in the procedures, or
(2) to correct/change the name of an existing street name/type in the Town of Queen Creek. In
conformity with this statement of policy, the GIS Department may initiate amendments in the
manner set forth.
Street Name Changes
1. Town Initiated Changes. The Queen Creek Town Council may, by resolution, initiate a
street name change. A public hearing shall be scheduled notifying all interested citizens
of the proposed street name change. In addition, all citizens who may be affected by the
street name change shall be notified in advance and in writing of the public hearing. Once
the resolution for the name change has been approved, the resolution shall be recorded
with the Maricopa or Pinal County Recorder’s Office.
2. Street name changes. Persons may petition the Town of Queen Creek to change, by
resolution, the name of either a public or private street which fronts upon lots and land
parcels which they own by submitting an application to the GIS Department. The
application shall include:

Current street name
Proposed street name
Justification for the change
Property owner’s name, address, and telephone number
Signature of property owner

Recommendation
The GIS Department shall review the request in accordance with these procedures and based on,
but not limited to the following criteria for renaming existing streets:
1. The number and types of residences/buildings which will require a situs address change.
2. Approval/disapproval of homeowners in the neighborhood.
3. The length of time the street name has been in use.
4. The length of the existing street and the amount of traffic generated.
5. Compatibility with adjacent streets. 6. Impact on emergency response.
7. Impact on the neighborhood; consensus of the homeowners for the street name change.
8. Is the street name change necessary.
The GIS Department shall then forward a recommendation to the Town Council for the
approval/denial of the request.
Procedures to change a petitioned street name shall follow with a resolution by Town Council to
initiate the change

NOMENCLATURA
ARTÍCULO 38. El H. Ayuntamiento establecerá la nomenclatura oficial para la denominación de las vías públicas, parques, jardines y plazas en el Municipio de Querétaro.
ARTÍCULO 39. La Secretaria a través de la Dirección, previa solicitud, señalará para cada predio que tenga frente a la vía pública un solo número oficial, que corresponderá a la entrada del mismo, o que sean interiores para los casos tales como lotes comerciales, edificios, multifamiliares, condominios o cualquier construcción que por su carácter así lo requiera y sea determinado por la Dirección.
ARTÍCULO 40. El número oficial deberá colocarse en parte visible de la entrada de cada predio, y deberá ser claramente legible de fácil identificación a un mínimo de veinte metros de distancia.
ARTÍCULO 41. El H. Ayuntamiento podrá ordenar el cambio de la denominación de la vía pública y la Dirección el cambio del número oficial para lo cual notificará a los interesados y se obligará a notificar y expedir el nuevo número sin costo alguno, fijándose el plazo durante el cual podrá conservar el número anterior.
Dichos cambios los notificará la Dirección al Servicio Postal Mexicano, a la Secretaría de Economía y Finanzas y Tesorería Municipal y al Registro Público de la Propiedad, a fin de que se hagan las modificaciones necesarias en los registros correspondientes, con copia a los propietarios de los predios.
