LaSalleNaming of Parks and Recreation Facilities Naming: Purpose: To provide consistent criteria and a process for the naming of public parks and recreation facilities in the Town of LaSalle. Policy Statement: This policy governs how the names of municipal parks and recreation facilities are chosen. Scope: Applies to Town of LaSalle parks, indoor and outdoor recreation facilities and rooms within facilities. Policy: Town of LaSalle parks, recreation facilities (or rooms within facilities) and outdoor recreation facilities shall be named or re-named in accordance with the following criteria: • Name of the street on which the park or recreation facility is located. • The name of the community area that the park or recreation facility will serve. • A historically significant name in terms of famous pioneers, settlements, establishments of incidents applied to the area in which the park facility is located. • Topographical or unique characteristics of the site. In certain circumstances consideration may be given to naming a park, or facility, or rooms within a facility after a person, group or corporation. In such circumstances the following criteria will apply: ▪ The contribution of the individual, group or corporation has made to the public life or well-being of the Town of LaSalle; ▪ The contribution made to the acquisition of the parkland or facility in question and/or its subsequent development; ▪ Direct relationship or association that existed between the place of residence of an individual and the park or facility to be named; ▪ Where a park or facility is named after a sports celebrity the entity being named shall be of a type associated with the celebrity; ▪ Where the name of an individual is so used, approval shall be obtained from the individual or his or her next of kin for such naming; ▪ Where the name of a group or corporation is so used, approval shall be obtained from the group or corporation; ▪ Where the name of a group or corporation is so used, the name shall be reflective of the "community values" of the Town of LaSalle; ▪ The person or persons submitting such name for consideration shall provide background information outlining the reasons supporting the request. • Names of parkland, recreation facilities and rooms within recreation facilities shall be submitted to the Culture & Recreation/Parks Advisory Committee. The Committee shall consider each request using the aforementioned criteria. The Director of Culture & Recreation will submit a report to the C.A.O.'s office with a recommendation to Town Council who shall have final approval of such selections. Street Naming: 1. Policy Statement 1.1 The Town of LaSalle wishes to ensure a clear and efficient naming process of municipal streets. 2. Scope 2.1 This policy covers the naming of municipal streets in the Town of LaSalle and provides guidelines to allow developers to suggest names. 3. LathropLathrop Parks & Recreation 390 Towne Centre Drive – Lathrop, CA 95330 Phone (209) 941-7360 – Fax (209) 941-7219 www.ci.lathrop.ca.us PARKS AND FACILITIES NAMING APPLICATION Introduction The Parks and Facilities Naming Application is the City of Lathrop’s application for the submittal of suggested names for City of Lathrop parks and recreation facilities. Names submitted should be consistent with the City of Lathrop Parks and Facilities Naming Policy (attached): Geographic location of the park or facility Outstanding feature of the park or facility, whether it is natural, geographical, or man- made An adjoining or local subdivision, street, school facility or natural feature Facilities within a park can be named separately from the park and/or facility in which they are located, subject to the general guidelines outlined in this policy Outstanding individual or community leader Substantial donation or gift (typically not less than 50% of the value of the property or improvement) Applications will be reviewed by City Staff, the Lathrop Parks & Recreation Commission and the Lathrop City Council. The entire process may take up to 12 months to complete. It is important to discuss this application with the Director of Parks & Recreation prior to submittal. The Director of Parks & Recreation Director will review the application and determine if the application is complete. To schedule a conference with the Director of Parks & Recreation, please contact the phone number listed above. The Director’s role is to assist applicants and review application materials for completeness. Once your application is deemed to be complete, it will be scheduled to be on the agenda for the next regularly scheduled Parks & Recreation Commission Meeting for review. The Parks & Recreation Commission meets the first Thursday of each month. The Parks & Recreation Commission will review the application and score based upon the above mentioned criteria as well as feedback from the public input process. The public input process will allow the Parks & Recreation Commission to solicit input from the Community through a variety of methods including, but not limited to: public meeting(s), news releases, direct mailings to residents and the City Website. This process shall commence after the Parks & Recreation Commission Meeting and may take up to 90 days. If after the public input process the suggested name has met all criteria, the Parks & Recreation Commission will recommend the suggested name to the Lathrop City Council for consideration and action. The Lathrop City Council will make the final decision for the suggested name. The size, type and location of recognition signage shall be determined, on a case-by-case basis by the City Council as recommended by the City Manager or designee. Requirements for Application Submittal All of the following items are necessary in order for you to submit a complete application package: A complete and signed original application is included on pages 5, 6 & 7 of this application package. A minimum of 3 Letters of Support must be attached. Letters of Support should be from non-related individuals who served with, or are in a position to substantiate, the nomination and add clarity to the reasons why the individual is being nominated. Letters of Support are required for all suggested names, not just those in honor of an individual. A one page typed justification for the suggested name as well as how it relates to the Park and Facilities Naming Criteria listed on pages 2 & 3. Other relevant items of support could include, but are not limited to: newspaper articles, photos, proclamations, awards, certificates, etc. Parks & Facilities Naming Criteria The suggested name for the park, facility or feature should be based on the following criteria at the discretion of the Lathrop Parks & Recreation Commission: The geographic location to the park, facility or feature (i.e. Mossdale Landing Community Park is located in Mossdale Landing). An outstanding feature of the park, facility or feature, whether it is natural, geographical or man-made (i.e. Lathrop Skate Park). An adjoining or local subdivision, street, school, facility or natural feature (i.e. Crescent Park which is located on Crescent Park Circle). Outstanding individual or community leader. When named for an individual person, strong consideration will be given to: o The level of involvement and commitment to the Lathrop community over a span of 12 or more years that are sufficient for accomplishments and contributions to have taken place; o Individuals who have been involved in may facets of the community such as through service clubs, civic organizations, school community, multi-cultural events and organizations, elected/appointed positions, military service, church community and non-profit groups; the nature of their involvement should be beyond that done in the normal course of employment (i.e. volunteer work). The individual being recognized can be living or deceased. o The local significance and relationship of this individual to the City of Lathrop or to the parks and recreation system or programs. Substantial donation or gift. An individual or organization that financially contributes significantly (typically not less than 50% of the value of the property or improvement) to the acquisition or development of the park or facility. Parks & Facilities Naming Consideration Guide The suggested name for the park, facility or feature will be considered based on the following criteria: Completion of Application Package Relevance of Letters of Support Justification Summary: o Relevance o Creativity Public Input: o Majority Positive Reaction o Majority Negative Reaction Parks & Facilities Naming Schedule The following is a typical schedule for an application submittal: Applicant requests an application from the City of Lathrop Parks & Recreation Department or downloads from the City website. Applicant completes application and schedules a meeting to discuss with the Parks & Recreation Director. Once validated by the Parks & Recreation Director, the completed application will be placed on the next regularly scheduled Parks & Recreation Commission agenda (typically within 30 days). The Parks & Recreation Commission meets the first Thursday of each month. The Parks & Recreation Commission will solicit public input regarding the suggested name and review the application. After a period of up to 90 days, the item will be placed on the Parks & Recreation Commission’s agenda once again for review and action. If the suggested name meets the criteria for review and consideration, the name will be recommended by the Parks & Recreation Commission to the City Council for consideration and action. A staff report will be drawn up by the Parks & Recreation Staff and be placed on the next available City Council Agenda for consideration and action. Regularly scheduled Council meetings are the first and third Mondays of each month. If the suggested name is not recommended by the Parks & Recreation Commission or is not considered by City Council, the applicant may re-start the process after 6 months with new information, or support, pertaining to the suggested name. Lauderdale Lakes1 ORDINANCE 2021-003 2 AN ORDINANCE OF THE CITY COMMISSION OF LAUDERDALE LAKES, 3 FLORIDA, AMENDING LAUDERDALE LAKES CODE OF ORDINANCES, DIVISION 4 3 (NAMING OF FACILITIES), SECTION 2-491. - DEFINITIONS, AND SECTION 2- 5 492 RELATING TO STATEMENT OF POLICY; PROVIDING FOR ADOPTION 6 OF RECITALS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR 7 SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE OF ORDINANCES; 8 PROVIDING AN EFFECTIVE DATE. 9 WHEREAS, City Code of Ordinances ("City Code"), Division 3, Sec. 2-491. — Definitions, 10 states that an " individual shall mean a person who has made a substantial contribution to the 11 community, either through civic involvement, involvement in historical events relevant to the 12 specific city property, or to the geographical location of specific city property. Such person must 13 have been deceased for a period of one year or more." 14 WHEREAS, the City Code, Division 3, Section 2-492(b) enumerates the City's policy 15 statement concerning the naming of facilities as a means of recognizing and honoring the name 16 of individuals who have made a lasting, significant humanitarian or extraordinary contribution on 17 the local, state or national level through many years of service; or individuals whose single action 18 or achievement conveys great credit and recognition to the City; 19 WHEREAS, Section 2-492(b)(2) (Statement of Policy) currently provides that "in the case 20 of a natural person, no such person shall be considered, unless such person shall have been 21 deceased for a period of one year from the date of nomination"; 22 WHEREAS, the City Commission deems that upon select circumstances pertaining to 23 certain individuals, who is neither an organizations or a corporate entity, it may be more 24 appropriate and significant to name a facility as means of recognizing such an individual who is 25 still living, but nonetheless has made lasting, significant humanitarian or extraordinary 1 of 4 1 contributions on the local, state or national level through many years of service, or an individual 2 whose single action or achievement conveys great credit and recognition to the City; 3 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF 4 LAUDERDALE LAKES AS FOLLOW: 5 SECTION 1. ADOPTION OF RECITALS: The foregoing recitals are ratified and confirmed 6 as being true, and the same are incorporated into this Ordinance by reference. 7 SECTION 2. SECTION 6. INCLUSION IN THE CODE OF ORDINANCES; It is the intention of the City 15 Commission of the City of Lauderdale Lakes that the provisions of this Ordinance shall become 16 and be made a part of the Code of Ordinances in the City of Lauderdale Lakes and that the 17 sections of this Ordinance may be renumbered or re-lettered and the word "Ordinance" may be 18 changed to "Chapter," "Section," "Article" or such other appropriate word or phrase, the use of 19 which shall accomplish the intentions herein expressed. 20 SECTION 7. LavalLa Politique vise à : mettre en valeur l’histoire et le patrimoine, notamment ceux de la Ville de Laval, par la dénomination de ses rues, de ses routes, de ses chemins, de ses édifices, de ses parcs et de tout autre lieu public; formaliser une démarche claire et respectueuse pour procéder à la dénomination toponymique des lieux publics; favoriser un sentiment d’appartenance des citoyens par la toponymie. En vue d’atteindre ces objectifs, il y a lieu : de mettre en place un comité de toponymie chargé d’analyser les demandes de dénomination toponymique et de formuler des recommandations à l’égard de ces dénominations; d'adopter des critères d’analyse qui guideront les recommandations du comité de toponymie et du comité exécutif et les décisions du conseil municipal. Unicité du nom de lieu Tout lieu se voit attribuer un seul nom officiel. 2 Générique Le nom d’une voie de communication, d’un parc public, d’un édifice ou d’une autre construction comporte toujours un générique. Il ne peut cependant inclure plus d’un terme exerçant la fonction de générique. 3 Utilisation d’un nom déjà officiel Lorsqu’on utilise un toponyme officiel ou l’élément spécifique d’un toponyme officiel pour composer un autre toponyme, on en respecte la forme, moyennant l’ajout de majuscules et de traits d’union en fonction des règles d’écriture toponymiques. Exemple: le nom officiel Lac du Clocher est repris de façon intégrale dans le nom Chemin du Lac-du-Clocher. 4 Doublon et homonyme Deux lieux ne devraient pas porter le même nom ni un nom semblable, dans le but d’éviter la redondance et le risque de confusion engendrés par l’existence de doublons et d’homonymes. 5 Ambiguïté Toute ambiguïté dans la dénomination doit être évitée afin d’assurer la sécurité reliée à la recherche d’une adresse civique pour divers services (ambulancier, policier, incendie, etc.). 6 Langue de l’élément générique L’élément générique est en français. Exemple: Chemin du Bord-de-l’Eau. 10 Exclusion des noms de personnes vivantes ou décédées depuis moins d’un an Le nom d’une personne vivante ou décédée depuis moins d’un (1) an ne doit pas être attribué à une voie de communication, mais pourrait exceptionnellement l’être à tout autre lieu. Le nom proposé rend hommage à une personnalité qui a apporté une contribution significative au développement, au dynamisme ou au bien-être de la communauté de la Ville ou ailleurs. 11 Noms portant à controverse Le choix d’un nom dont l’attribution pourrait provoquer une controverse doit être évité. 12 Remplacement d’un nom par un autre Dans le cas où se présente une suggestion de remplacement d’un nom par un autre, le statu quo doit être privilégié, à moins qu’une démonstration claire ne soit faite à l’effet que le changement comporte de grands avantages, qu’il est sans préjudice pour autrui et qu’il a une valeur patrimoniale ou historique. Le remplacement d’un nom commun par un nom propre sera alors privilégié plutôt que l’inverse. 13 Caractère logique de la désignation Il existe un lien pertinent entre le toponyme proposé et le lieu à nommer en tenant notamment compte des thématiques établies sur le plan du système des noms de rue. Dans le cas de prolongement de voies de communication, les nouveaux tronçons devraient autant que possible porter le nom des tronçons existants. 7 Langue de l’élément spécifique Les noms communs qui entrent dans la composition de nouveaux toponymes sont en français. Exemple: Chemin du Bord-de-l’Eau Il est possible de conserver dans leur langue d’origine les mots d’une autre langue que le français qu’un usage local a consacrés, en particulier si leur utilisation présente un intérêt certain en raison de leur valeur culturelle ou historique. Exemple: Chemin Maple Les noms propres qui entrent dans la composition des toponymes (noms de famille, noms de lieux, etc.) ne sont pas visés par cette règle et sont écrits dans leur forme originale. Exemple: Terrasse Fraser Les points cardinaux inclus dans les noms de voies de communication (odonymes) qui renseignent sur la localisation d’un tronçon par rapport à un autre ou sur la direction de la voie sont en français. Exemple: Boulevard Lévesque Est 8 Utilisation de génériques conformes Les nouveaux noms de voies de communication doivent présenter des génériques conformes aux avis terminologiques (avis de l’Office québécois de la langue française). 9 Usage Les toponymes dont l’usage populaire est le mieux établi doivent avoir priorité s’ils ne dérogent pas à d’autres critères. Dans le cas d’usages parallèles et également répandus, on accorde la préférence aux noms qui répondent le mieux aux autres critères. 14 Sentiment d’appartenance Le nom proposé est susceptible de renforcer le sentiment d’appartenance à la Ville. Il met en valeur l’identité pan lavalloise, le patrimoine autochtone, la diversité culturelle de la population, les lieux d’appartenance, ainsi que le caractère francophone de la Ville. 15 Représentativité des femmes Le nom proposé vise à améliorer la représentativité des femmes dans la toponymie lavalloise, en tenant notamment compte de l’importance et de la superficie du lieu nommé, et n’est pas nécessairement lié à l’histoire de Laval, bien que ce soit privilégié. 16 Représentativité des communautés culturelles Le nom proposé permet d’augmenter la représentativité des communautés culturelles dans la toponymie lavalloise et n’est pas nécessairement lié à l’histoire de Laval, bien que ce soit privilégié. 17 Histoire nationale du Québec Le nom proposé permet de mettre en valeur des personnalités ayant marqué l’histoire nationale du Québec et n’est pas nécessairement lié à l’histoire de Laval, bien que ce soit privilégié. 18 Voies publiques de communication La dénomination des voies de communication (odonyme) tient notamment compte des thématiques établies sur le plan du système des noms de rue. 19 Règles d’écriture Les règles d’écriture établies par la Commission de toponymie du Québec doivent être respectées1 .
