PURPOSE STATEMENT
1. To establish guidelines and procedures to enable the public, individuals and/or organizations, to request for consideration the naming of City-owned properties/facilities.
2. To ensure proper evaluation and due diligence reviews over all persons, business entities, and civic organizations nominated for naming consideration.

DEFINITIONS
City-owned property/facility: Buildings; structures; streets; Real Property, including open space, parks, and recreation facilities.
Commemorative Work(s): Plaque, marker, tree(s), bench, statue or memorial designed to blend with and complement the existing environment. Such works may include gardens (e.g. rose, camellia, etc.).
Public: May include, but is not be limited to the City Council committees and/or task forces, citizens, civic and fraternal organizations.
Resolution: A legal instrument approved by the City Council used to officially confer a name or rename a property/facility.
Site/Sites: City-owned property(ies)/facility(ies).
POLICY
Procedure:
1. When a new City-owned site or facility is acquired or authorized for construction or when a commemorative work is to be accepted or erected and the City Council has determined the naming of such construction or work is open for consideration, the City Manager shall collect recommendations from the public. Outreach efforts used to solicit recommendations will be varied and appropriate to each naming opportunity and may include, but not be limited to:
Communications Department Strategic Plan tactics: information releases, social media activities, Podcasts/radio announcements, PSLTV promotions, newsletters, etc.,
Community meetings hosted in various locations,
Attendance at events, meetings, and with community groups and organizations,
Naming contests,
Other activities as determined appropriate.
2. Any interested person may recommend a name for a site, facility, or commemorative marker for City Council consideration via the City Manager by submitting the proposed name along with information as required in an Application (see Exhibit A).
3. The City Manager shall submit the various recommendations regarding the name to the City Council in the form of a Council Agenda Memorandum along with any additional information as required. Upon Council approval of a name for the site, facility, or commemorative marker, a resolution by the City Council officially conferring the name shall be adopted.
4. When a person or historical event is recommended as the name for a site or facility, or erection of a permanent commemorative work, the City Manager shall submit the following information regarding the proposed person or historical event:
1) The full name of said person, persons, group or event;
2) The date of birth and the date of death, if applicable, of said person or persons;
3) The residence of said person or persons, if appropriate, including street address;
4) The association, if any, of said person, persons, group or event, if appropriate, with the site or facility to be named;
5) A brief biography of said person, persons, or group, or account of the historical event, if appropriate, including all other data relevant to the naming.
5. A commemorative marker request may be initiated by the public for City Council consideration with the requestor bearing all costs for the design, acquisition, construction, and installation of the commemorative marker. A payment equivalent to the anticipated maintenance cost for the first year after dedication shall be required after approval and provided prior to dedication. Detailed information, including concept, size, shape, type of material, annual maintenance costs, and total costs, if appropriate shall be required in the application to be considered for approval by the City Council.
6. Naming rights for facilities determined eligible by the City Council shall be available through the Request for Proposal (RFP) process administered through the Procurement Management Department of the Office of Management and Budget. The RFP Naming Rights Program shall be open and competitive requiring a sealed bid with a stated minimum for qualification.
7. Renaming an Existing Facility:
City Council-approved Naming Policy for City Facilities #17-01ccd (Policy #17-01) Section 5: Renaming of a City-owned Property/Facility, strongly discourages the renaming of facilities unless there are compelling reasons and strong public sentiment from the broader community for doing so.
No action on any renaming request will be undertaken by the City Manager until documentation is presented that appears to fulfill the requirements specified in Policy #1701 Section 5. The requestor shall be provided access to Policy #17-01 and be informed of the right to address the Council during the Public Comment period of City Council meetings.
Should documentation be provided to the City Manager that appears to be in fulfillment of Policy #17-01 Section 5, the City Manager shall prepare an Agenda Item Summary for placement on the Consent Agenda of a Regular meeting of the City Council that shall require a member of Council to remove said item from that Agenda to enable Council discussion and action. Should no member remove the item from the Consent Agenda, the renaming request is denied.
