IT.1.O PURPOSE:
The purpose of this directive is to establish a uniform policy concerning the names of new streets and renaming existing streets. This shall apply to both public and private streets.
IT.2.O POLICY:
1. The Information Technology (IT) Geographic Information Systems (GIS) office will be responsible for receiving, processing, and evaluating all requests.
2. The GIS Office shall organize a "Street Name Committee" ("the Committee") to evaluate all street name requests.
a. The Committee shall be comprised of one representative each from GlS, Police, and Fire Department.
b. The Committee's recommendations shall be binding on requests for new street names.
c. The Committee's recommendations shall be advisory to the City Council for street name changes.
3. The Committee shall maintain a Pre-Approved Street Name List. It is available upon request from the GIS Office.
4. The Committee shall develop and maintain a document called "Street Naming Guidelines." lt contains rules and criteria to help guide developers and others to propose acceptable street names. It is available upon request from the GIS Office.
5. Changes to existing street names:
a. Street name changes may be proposed by the City Administration or by a member of the City Council.
b. All street name changes must be approved by the City Council, including names chosen from the Pre-Approved Street Name List.
c. The Committee shall furnish a recommendation to City Council on said name change. The City Council has final authority.
d. No set percentage of property owners must consent to the street name change request for it to be placed on the Council's agenda; the Council shall conduct a public hearing on all requests so that all interested parties may speak on the request.
6. New street names:
a. During new development, if street naming is necessary, a proposed name must be submitted to the Committee. This applies to both public and private streets.
b. lf proposed name is from the Pre-Approved Street Name List, no further approval is required.
c. lf proposed name is not on the list, a street name approval form will be sent to the Committee members. The decision to approve must be unanimous.
d. Proposed names shall be judged based upon the Street Naming Guidelines.
7. All items in this policy shall pertain only to streets inside the Fayetteville City limits.
8. Any exception or change in these policies must be approved by the Mayor.
