POLICY FOR NAMING AND AMING OF STREETS, FACILITIES, PARKS, OR OTHER ASSETS FFECTIVE DATE:

l. Purpose
The City of Rockledge has determined that it is in the best interest of the City and its residents to establish a formal policy and procedure for naming and renaming of streets, facilities, parks, and other assets.
Application by City
A proposal to change the name of any private or public street or any public facility, park, or other asset within the city may be initiated by a vote of the City Council. Such vote shall constitute direction to the City Manager and City
Attorney to prepare a Resolution to implement the naming or renaming. Said Resolution shall be considered an application, which is exempt from additional requirements set forth in this policy.
Ill. Application by General Public, Property Owner. or Other Agency
A. Proposal to Name Streets within a Private Project
1. A proposal to name streets within a private project must be submitted to the City of Rockledge Planning Division. A site plan or plat with street names must be included as part of the proposal.
2. The Planning Division shall review all proposed street names with the Brevard County E-911 Administration Office to ensure that the proposed street names are acceptable.
3. Once the Brevard County E-91 1 Administration Office confirms that the proposed names are being held for use for said project, the Planning Division and City Clerk, with oversight from the City Attorney, will draft a Resolution for consideration by City Council.
B. Renaming of Existing Named Street, Facility, Park, or Other Asset
1. An application for renaming an existing named street, facility, park, or other asset can be initiated at the request of any member of the general public or other agency who is a property owner of property abutting the existing named street, facility, park, or other asset.
a. A completed I'Street/Facility/Park Naming Application" (Attachment A) for a change of the name of a street or any public facility or park within the city shall be submitted to the City Manager along with an application fee of $250.00. All costs, including legal notices, mailings, signage and any other associated costs shall be the responsibility of
the applicant. If costs are anticipated to exceed the application fee, an estimate will be provided to the applicant, and payment for the difference shall be submitted for the application to be considered complete. Any overage of funds will be refunded to the applicant upon completion of the process.
b. Applicants must provide a separate narrative detailing the background and justification in support of the name change, as well as a biography or resumé if the proposed naming/renaming is for an individual. The narrative shall be used by the Planning Commission and City Council when considering the application.
c. Applicants must provide a completed "Abutting Property Owner Petition" (Attachment B) containing 75% of all abutting propetty owner's signatures, even if they have no street number assigned frontage.
IV. Public Hearing and Advertising Requirements
A. The Planning Commission will hold one (1) public hearing to consider the application and forward a recommendation to City Council.

B. The City Council will hold one (1) additional public hearing to receive the Planning Commission's recommendation and render a decision on the proposed Resolution.
C. Both public hearings shall be simultaneously noticed once in a newspaper of general circulation in the City at least ten (10) days prior to the first public hearing. The notice shall state the date, time, and place of the public hearings; the title or titles of the proposed Resolution; and the place or places within the City where the proposed Resolution may be inspected by the public. The notice shall also advise that interested parties may appear at the meetings and be heard with respect to the proposed Resolution.
D. Mailing Requirements
For the naming or renaming of a street, a copy of the public hearing notice shall also be mailed to property owners of record abutting said street.
2. For the naming or renaming of a facility, park, or other asset, a copy of the public hearing notice shall be mailed to property owners of record within a 500-foot radius of the subject facility, park, or other asset that is being considered for renaming.
3. Property owners of record are those listed on the latest ad valorem tax rolls prepared by the County at the time of the mailing of the notice.
4. Mailing shall be by first class, United States mail, and this mailing requirement will be met when the notice is deposited in the United States
5. Failure of the intended recipient(s) to receive the notice shall not affect any proceeding or action taken with regard to a Resolution to name or rename any street, facility, park, or other asset.
Criteria for Naming/Renaming
A. The Building Department shall review all proposed street names with the Brevard County E-91 1 Administration Office to ensure that no proposed name is a duplicate of another existing street name or sounds too similar to an existing street name within the City of Rockledge or areas of Brevard County, as required by the E-91 1 system.
The following criteria shall be used in determining the names of City streets, facilities, parks, or other assets:
1 . The effect that the naming or renaming will have on the City, any person, or organization that is or could be materially affected by the proposed naming or renaming.

2. Preference shall be given to names of long-established local usage and names that lend dignity to the street, facility, park, or other asset.
3. Duplicate names shall not be allowed. Use of a different roadway type does not change the fact that the name is a duplication.
4. Street names shall contain no more than twenty-one characters, not including roadway type.
5. No punctuation or special characters shall be used in roadway names.
6. The street name shall not contain any word that is a type of direction.
7. Names of living persons shall only be used in exceptional circumstances to acknowledge significant social and political contributions made to the community for periods exceeding 10 years.
a. The living person must not be a current City Council member or City employee.
b. The person must not have been convicted of a felony.
8. The proposed name cannot segment a street when the segmentation is not created by a natural landform or waterway.
9. No slang, racist, derogatory names, or names that are deemed offensive will be accepted on any application.
10. Naming proposals that promote alcohol and tobacco products or political organizations will not be considered.

11. No street name can duplicate the name of an existing subdivision unless the street is within that subdivision.
12. Approval of street names on a Preliminary Subdivision Plat wilt not resave the street name, nor shall it be mandatory for the City to accept it at the time of final platting.
