RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH LAKE TAHOE ADOPTING THE POLICY AND PROCESS FOR RENAMING CITY STREETS
WHEREAS, the City Council of the City of South Lake Tahoe may have the occasion to rename a City street in recognition of a local resident who has achieved prominence as a result of his or her significant, positive contribution to the United States of America and/or the local community; and
WHEREAS, the Policy and Process for Renaming a City Street includes a deliberative process that provides guidance when considering the renaming of City streets and includes steps to ensure the process protects the historical significance of current street names; and
WHEREAS, community and neighborhood involvement, notification of any proposed street renaming, and effective implementation after approval by the City Council to rename a
City street are of utmost importance and are addressed in this policy; and
WHEREAS, the information set forth in this resolution will assist in facilitating the City Councils consideration of requests to rename City streets.
NOW, THEREFORE, BE IT RESOLVED, the City Council does hereby resolve to adopt the attached Policy and Process for Renaming a City Street.

Policv and Process for Renaminq a City Street
a. Authority. The City Council may, by resolution, change the name of any street within the City.
b. Initiation. A street name change may be initiated by any of the following methods:
1. By action of the City Council
2. By action of the Planning Commission
3. By request of any adjoining local government, agency, or other entity as approved the City Council
4. By petition representing not less than 20% of the households or addresses on the street to be renamed except that the petition need not represent more than ten (10) addresses
c. Criteria for Renaming a City Street. City streets may only be renamed after a prominent person. Such prominent person must be:
1. a person who has achieved prominence as a result of his or her significant, positive contribution to the United States of America and/or the local community; and
2. a real person
d. Selection of Street to be Renamed. The name of the street proposed for renaming shall not be changed if the existing name is of historic significance, or the street is significant in its own right. The street proposed for renaming must start and terminate entirely within the City boundaries.
e. Procedure. When a street name change has been initiated pursuant to this policy, a public hearing shall be scheduled before the Planning Commission. At least ten (10) days prior to the public hearing the Development Services Director shall cause notice of said hearing to be posted in conspicuous places along said street, said notice to contain letters not less than one (1) inch in height reading "NOTICE OF PROPOSED STREET NAME CHANGE" along with a general description of the proposal.
After the closing of the public hearing, the Planning Commission shall make a recommendation to the City Council. If the Planning Commission recommends a

change, the City Council may adopt a resolution putting the recommended change into effect without a hearing or the City Council may hold a public hearing at its option. The City Council shall not change any street name contrary to the Planning Commission recommendation without first holding a public hearing thereon. If the Planning Commission recommendation is for no change, the matter may be summarily dismissed by the City Council or a public hearing on the proposal may be scheduled.
After Council approval of the name change, the Department of Public Works shall install new street name signs adjacent to the existing street name sign. Both signs shall remain in place for a period of 18 months, unless a petition is submitted to the City Council from a majority of abutting property owners requesting that the dual signage period be shortened. Both street name signs shall be maintained for the three-year period at the same level of maintenance approved for street name sign maintenance Citywide, after which time the old name shall be removed.
The Office of the City Clerk shall notify the following organizations and individuals of the street name change through public notice or other appropriate means within 30 days after approval of the enabling City Council resolution:
1. General public;
2. Emergency service organizations;
3. Owners and occupants of property abutting renamed street;
4. United States Postal Service;
5. Affected City, County, State, and Federal Agencies
f. Exceptions. In the event there are no addresses in use on a street the name of which is to be changed, or if all households or occupants on such street consent in writing to the change, the Council may make such change without referral to the Planning Commission and without a public hearing.
