PARKS AND FACILITIES NAMING APPLICATION
Introduction
The Parks and Facilities Naming Application is the City of Lathrop’s application for the submittal of suggested names for City of Lathrop parks and recreation facilities. Names submitted should be consistent with the City of Lathrop Parks and Facilities Naming Policy (attached):
Geographic location of the park or facility
Outstanding feature of the park or facility, whether it is natural, geographical, or man- made
An adjoining or local subdivision, street, school facility or natural feature
Facilities within a park can be named separately from the park and/or facility in which they are located, subject to the general guidelines outlined in this policy
Outstanding individual or community leader
Substantial donation or gift (typically not less than 50% of the value of the property or improvement)
Applications will be reviewed by City Staff, the Lathrop Parks & Recreation Commission and the Lathrop City Council. The entire process may take up to 12 months to complete.
It is important to discuss this application with the Director of Parks & Recreation prior to submittal. The Director of Parks & Recreation Director will review the application and determine if the application is complete. To schedule a conference with the Director of Parks & Recreation, please contact the phone number listed above. The Director’s role is to assist applicants and review application materials for completeness.
Once your application is deemed to be complete, it will be scheduled to be on the agenda for the next regularly scheduled Parks & Recreation Commission Meeting for review. The Parks & Recreation Commission meets the first Thursday of each month. The Parks & Recreation Commission will review the application and score based upon the above mentioned criteria as well as feedback from the public input process.
The public input process will allow the Parks & Recreation Commission to solicit input from the Community through a variety of methods including, but not limited to: public meeting(s), news releases, direct mailings to residents and the City Website. This process shall commence after the Parks & Recreation Commission Meeting and may take up to 90 days.
If after the public input process the suggested name has met all criteria, the Parks & Recreation Commission will recommend the suggested name to the Lathrop City Council for consideration and action.
The Lathrop City Council will make the final decision for the suggested name.
The size, type and location of recognition signage shall be determined, on a case-by-case basis by the City Council as recommended by the City Manager or designee.
Requirements for Application Submittal
All of the following items are necessary in order for you to submit a complete application package:
A complete and signed original application is included on pages 5, 6 & 7 of this application package.
A minimum of 3 Letters of Support must be attached. Letters of Support should be from non-related individuals who served with, or are in a position to substantiate, the nomination and add clarity to the reasons why the individual is being nominated. Letters of Support are required for all suggested names, not just those in honor of an individual.
A one page typed justification for the suggested name as well as how it relates to the Park and Facilities Naming Criteria listed on pages 2 & 3.
Other relevant items of support could include, but are not limited to: newspaper articles, photos, proclamations, awards, certificates, etc.
Parks & Facilities Naming Criteria
The suggested name for the park, facility or feature should be based on the following criteria at the discretion of the Lathrop Parks & Recreation Commission:
The geographic location to the park, facility or feature (i.e. Mossdale Landing Community Park is located in Mossdale Landing).
An outstanding feature of the park, facility or feature, whether it is natural, geographical or man-made (i.e. Lathrop Skate Park).
An adjoining or local subdivision, street, school, facility or natural feature (i.e. Crescent Park which is located on Crescent Park Circle).
Outstanding individual or community leader. When named for an individual person, strong consideration will be given to:
o The level of involvement and commitment to the Lathrop community over a span of 12 or more years that are sufficient for accomplishments and contributions to have taken place;
o Individuals who have been involved in may facets of the community such as through service clubs, civic organizations, school community, multi-cultural events and organizations, elected/appointed positions, military service, church community and non-profit groups; the nature of their involvement should be beyond that done in the normal course of employment (i.e. volunteer work). The individual being recognized can be living or deceased.
o The local significance and relationship of this individual to the City of Lathrop or to the parks and recreation system or programs.
Substantial donation or gift. An individual or organization that financially contributes significantly (typically not less than 50% of the value of the property or improvement) to the acquisition or development of the park or facility.
Parks & Facilities Naming Consideration Guide
The suggested name for the park, facility or feature will be considered based on the following criteria:

Parks & Facilities Naming Schedule
The following is a typical schedule for an application submittal:
Applicant requests an application from the City of Lathrop Parks & Recreation Department or downloads from the City website.
Applicant completes application and schedules a meeting to discuss with the Parks & Recreation Director.
Once validated by the Parks & Recreation Director, the completed application will be placed on the next regularly scheduled Parks & Recreation Commission agenda (typically within 30 days). The Parks & Recreation Commission meets the first Thursday of each month.
The Parks & Recreation Commission will solicit public input regarding the suggested name and review the application. After a period of up to 90 days, the item will be placed on the Parks & Recreation Commission’s agenda once again for review and action. If the suggested name meets the criteria for review and consideration, the name will be recommended by the Parks & Recreation Commission to the City Council for consideration and action.
A staff report will be drawn up by the Parks & Recreation Staff and be placed on the next available City Council Agenda for consideration and action. Regularly scheduled Council meetings are the first and third Mondays of each month.
If the suggested name is not recommended by the Parks & Recreation Commission or is not considered by City Council, the applicant may re-start the process after 6 months with new information, or support, pertaining to the suggested name.
