STREET NAMING Section: 3.4
1. PURPOSE
Street names are essential navigational aids which help provide for a predictable, manageable, and orderly environment. The primary function is to enable the residents of the community to describe their location for emergency and basic services for their health, safety, and welfare and, secondly, to enable responding emergency and basic service personnel to easily find the location of any resident needing or requesting services.
2. RESPONSIBILITY
The Community Development Director or designee is responsible to review and approve proposed street names in coordination with Chino Valley Fire District (CVFD) and cooperation with the developer to ensure adherence to this policy.
3. POLICY
To provide guidelines for approval of new street names that serve to strengthen the community identity and to promote improved address orientation and recognition.
4. STREET NAMING GUIDELINES/REQUIREMENTS
4.1 The numerical addresses are assigned by the Community Development Director or designee based on the San Bernardino County Grid System.
4.2 All addresses, including numerical addresses and street names, shall be approved prior to recordation of the Final Map.
4.3 The Community Development Department’s review of proposed street names shall include a review by the CVFD.
4.4 New streets shall be given a designating suffix or prefix.
4.5 The following are street names that are prohibited:
4.5.1 Names that are offensive and/or derogatory.
4.5.2 Names that are cumbersome, corrupted, or modified.
4.5.3 Names for public streets that could be construed as commercial advertising.
4.5.4 Names that are cardinal directions, i.e., North Road, East Fort Road, Northstar Drive.
4.5.5 Duplicate names. "Duplicate" shall mean that the street in question either has:
a. The identical name to another street; or
b. A name which, because of its pronunciation or spelling, is deceptively similar to another name (i.e., Beach Avenue, Beech Avenue, and Peach Avenue)
4.5.6 Names that are of living persons.
4.6 A street name shall contain eighteen (18) characters or less, including any combinations of spaces, letters, or numbers in the base portion of the name. This limit includes the suffix and/or prefix of the street name; but excludes the numerical address portion.
4.7 Street names cannot contain any punctuation or special characters except the period (.) that is used for abbreviating the suffix. Only alphabetical symbols A through Z, and numbers 0 through 9 and blank spaces may be used in street names.
4.8 All street names, including the prefix and suffix, shall be of the commonly acceptable spelling, according to the latest edition of the Merriam-Webster dictionary.
4.9 Street names should not change on continuous roads. Except circle roads and any street that makes a directional change of approximately ninety degrees.
4.10 Signalized intersections (i.e., shopping center, school, etc.) shall be named according to the guidelines of this policy.
4.11 Private roads and streets are subject to this street naming policy.
4.12 The Developer/Applicant will bear the full cost of processing the approval of new street names according to the adopted fee schedule.
5. PROCEDURE
5.1. The Developer is required to submit the following to the Community Development Department for both public and private streets in the project:
5.1.1 Map showing all proposed street names;
5.1.2 List of street names; and
5.1.3 List of alternate street names
5.2. The Community Development Director or designee will review the proposed names.
5.3. The Community Development Director or designee will forward the approved, submitted documents to the CVFD for review.
5.4. When the result of the CVFD’s review recommends approval of the proposed street names, the Community Development Director will give final approval to the street names.
5.5. If the proposed street names are not approved, the Developer will be informed and requested to resubmit a new set of proposed street names to the Community Development Department. This process will continue until the street names are approved.
5.6. Upon approval of the street names, the Community Development Director or designee will notify the Developer that the proposed street names for the project have been approved.
5.7. The Community Development Director or designee shall provide the new street names and the corresponding addresses to pertinent public safety and service agencies. This includes, but is not limited to, the following agencies doing business with the City:
5.7.1 Cable and/or Satellite Television Provider
5.7.2 Chino Hills Police Department
5.7.3 Chino Hills Water and Sewer Divisions
5.7.4 Chino Hills Street Division
5.7.5 Chino Hills Engineering Division
5.7.6 Chino Hills Utility Billing Division
5.7.7 CVFD
5.7.8 Electrical Utilities Agencies
5.7.9 Natural Gas Utilities Agencies
5.7.10 San Bernardino County Assessor’s Office
5.7.11 San Bernardino County Communication Division (9-1-1
Service/Public Safety Dispatch)
5.7.12 San Bernardino County Registrar of Voters
5.7.13 Telephone Service Providers
5.7.14 United States Postal Service
5.8. The Developer will submit a Composite Development Plan (CDP) for all approved street names to the Community Development Department.
5.9. The Composite Development Plan will be filed and maintained according to the City of Chino Hills Records Retention Schedule.
